You'll see it on drink-shop banners and convenience store shelves constantly. Its cousin is dì èr jiàn liù zhé, which means the second item is 40% off, not 60%, because zhé counts what you pay. sòng on its own means something thrown in free, the same word as the scallions a market vendor adds.
